About Prostitution Diversion Program

In collaboration with the Office of the Los Angeles City Attorney Mike Feuer, the Los Angeles Police Department, L.A.P.D. Detective Bill Margolis and Deputy City Attorney Sonja Dawson, the Prostitution Diversion Program (PDP) was created.

In 2008, first time offenders started attending a one-day class designed to educate participants in the program related to street prostitution.  Class topics include health issues related to sexual transmitted diseases, HIV/AIDS prevention and education, legal concerns, psychological aspects related to “Johns” and the effects on the local community.  Among the instructors are health and criminal justice professionals, community members, sex addicts and a former prostitute.

The PDP became an immediate success with an overwhelming support from members of the justice system, law enforcement professionals and community members.  Since 2008 over 3,700 first-time offenders have successfully participated in the program.  Another means of measuring the success have been the class critiques that are voluntarily prepared by participants at the end of each class.  Comments from every class have included such remarks as, “thank you for saving and changing my life”, “thank you for the opportunity to attend the class and please continue the program.”

Educational Awareness Programs (EAP)

is the presenter for the Prostitution Diversion Program.  EAP continuously monitors instruction, reviews methods of presentation and ensures the learning environment is conducive to the goals of the program.  EAP is unique in its professional relationship to the program stakeholders, knowledge and experience of EAP staff relative to prostitution/vice activities and instructional background.

Bill Margolis has been instrumental in the creation of the EAP curriculum.  He has also been a vital part in the development of the delivery systems utilized to ensure EAP materials are presented in an environment conducive to effective learning.  Every session is monitored for topic relevancy  A questionnaire was developed to allow participants an opportunity to voice their opinions concerning the program.

THE PROSTITUTION DIVERSION PROGRAM (PDP) PRESENTED BY EDUCATIONAL AWARENESS PROGRAMS IS THE ONLY PROGRAM ACCEPTED BY THE LOS ANGELES CITY ATTORNEY’S OFFICE AND THE COURTS.
